Participation in Parliamentary Committees on Policy Matters

  • Participated and contributed to Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice of the Parliament of India on the issue of “THE PREVENTION OF CHILD MARRIAGE BILL, 2004” on September 27th, 2005. The Organization made a detailed presentation on the deficiencies in the Bill, which has proposed to replace The Child Marriage Restrained Act, 1929 to provide more effective deterrence to prevent the evil practice of solemnisation of child marriages in the country. The Organization suggested appropriate amendments to the Bill to eradicate the practice of child marriages. The Report of the Committee was presented to both the Houses of the Parliament on November 29th, 2005.
  • Participated and contributed to the Parliamentary Standing Committee on Human Resource Development of the Indian Parliament on the issue of “THE PROTECTION FROM DOMESTIC VIOLENCE BILL, 2002” on August 28th, 2002. A detailed presentation was made before the Committee, highlighting the major deficiencies in the Bill and suggesting for comprehensive modifications therein to integrate various forms and manifestations of domestic violence and to enlarge the protection, reaffirming the basic principles and standards of the human rights of women, as defined by the international human rights instruments to provide effective protection to women from domestic violence in the national law as well as in the national practice. The Report of the Committee was presented to both the Houses of the Parliament on December 12th, 2002.
  • Appeared before (and contributed to) the Committee on Petitions of the Council of States of the Indian Parliament on September 19th, 1997 on the issue of “Improper Utilisation of Funds meant for Poverty Alleviation Programmes leading to Starvation Deaths in undivided Districts of Kalahandi, Bolangir and Koraput in Orissa”, as one among the 3 Organizations / individuals. The Report of the Committee was presented to the Council of States of the Indian Parliament on March 31st, 1998. The Committee had prominently acknowledged the contribution of SANKALP in the preparation of the report.
  • Appeared and participated in the meeting of the Sub-Committee on Non-Formal Education (NFE) of the Parliamentary Standing Committee on Human Resource Development of the Indian Parliament on October 24th, 1997 to which the Chairman, SANKALP and the Head of the Department, Non-Formal Education, NCERT (under the Ministry of Human Resource Development, Government of India), were invited to give suggestions for consolidation of NFE as a part of strategy for Universalisation of Elementary Education (UEE) in India.
  • Participated and contributed to the discussions convened by the Parliamentary Standing Committee on Human Resource Development of the Parliament of India on July 28th, 1997 on various aspects of the Constitution (Eighty-Third Amendment) Bill, 1997 and matters connected therein for compulsory education of children as a fundamental right for universalisation of elementary education (UEE) in India as one among 13 eminent educationists and 9 institutions invited from all over the country for the purpose. The Report of the Committee was presented to both the Houses of the Parliament on November 24th 1997.
  • Appeared before and participated in the meeting of the Parliamentary Standing Committee on Human Resource Development of the Indian Parliament on May 29th, 1997 on the subject “Value-Based Education” for the development of human resource, strongly anchored on value-oriented education. The Report of the Committee was presented to both the Houses of the Parliament on February 27th, 1999.
  • Contributed to the Parliamentary Committee on Home Affairs of the Parliament of India on the preparation of the fourth report on the Lokpal Bill, 1996 (for setting up of the institution of Ombudsman), which was presented to both the Houses of the Indian Parliament on May 9th, 1997. The Chairman of the Committee, while appreciating the valuable suggestions made by SANKALP on the Lokpal Bill, has remarked that the suggestions “have been very useful and helped the Committee to undertake an in-depth examination of the Bill and formulate its recommendations on various provisions contained therein”.
